City Administration

City Manager:

Andy Pippin, originally from Jackson, Georgia, began working for the City of Hampton in January 2010, and is a former banker with First National Bank. Andy has a Bachelor of Science degree in Public Relations/Communications. Andy manages the day to day operations of the City, is responsible for the Budget, acts as a liaison between the Mayor, Council and the citizens. Andy also represents the City at various meetings and functions, administers the policies of the City and has the authority to appoint and remove employees from their positions. In his spare time, Andy enjoys golf, tennis, boating and Georgia Football.

 

City Clerk:

Kim Drinkall has been with the City of Hampton for 20 years. Since April 2007, Kim has held the position of City Clerk. Kim is responsible for preparing the agendas and minutes for the City Council meetings. She received her degree for Certification from the University of Georgia in 1998 and is currently working on her Masters Program. Kim’s professionsal ties include membership in the International Institute of Municipal Clerks (IIMC) and the Georgia Municipal Clerks Association. Kim is married to Bob Drinkall and has two children, Karol and Cole. Kim and Bob are very excited to have welcomed their first grandchild in May.

 

Deputy Clerk:

Pat Watson has been with the City since 2003. Pat is married with three adult children and eight grandchildren. On June 21, 2009, Pat received her degree for Certification from the University of Georgia and is currently working on her Masters Program. Pat’s professional ties include membership in the International Institute of Municipal Clerks (IIMC) and the Georgia Municipal Clerks Association. Pat is also on the Henry County Library Board, Treasurer for the Bear Creek Association, Membership Director for the McDonough Lions Club and is an active member at McDonough Christian Church.

Pat’s duties include direct supervision of the day to day operations in the customer service department and the Human Resources Department. She is responsible for all Accounts Payable to vendors and weekly payroll for all employees. Pat meets all challenges with a cheerful attitude and team approach. She believes in the words from Picasso: “I am always doing that in which I cannot do, in order that I may learn how to do it”.

 

Human Resources Assistant/Building Department:

Tiffany Wilson has been with the City since July 2003. The City has had a Human Resources Department since January 2010. The Human Resources Department is responsible for managing, planning, organizing and directing the City’s compensation and benefits, workers’ compensation insurance, limited involvement in property and liability insurance, and employee relations. This department administers the Personnel Policy and monitors on a daily basis that the policies of the City of Hampton are being enforced. Work in this department is performed under the supervision of the Deputy Clerk, Pat Watson. Tiffany also works in the Building Department and issues any permits required for construction in residentail or commercially zoned properties located inside the City of Hampton.

 

Utility Billing Department:

Brandi Barber has been with the City of Hampton since 2004 and is the the Utility Billing Clerk. The utility billing department is responsible for preparing all billing information for residential and commercial customers inside the City Limits, entering all data into the computer, receives information concerning meter readings. Assures that bills are mailed out monthly, as well as calculates adjustments to bills as necessary. This department also schedules disconnection of services as necessary, and initiates work orders for connection, disconnection or transferring service. Work in this department is performed under the supervision of the Deputy Clerk, Pat Watson.

 

Customer Service:

Patty Frazier has been with the City of Hampton since 2008 and is the Customer Service Representative. The customer service department is responsible for performing clerical and accounting duties to the utility department. This department will respond to request/inquiries from citizens on the City’s policies and procedures, accepts payment for utility services, and processes all returned checks. Work in this department is performed under the supervision of the Deputy Clerk, Pat Watson.

 

Business Licensing Department:

Karol Baker has been with the City of Hampton since 2008 and is the Business Licensing Clerk. The Business licensing department assists people with filling out the proper applications in order to start their new business inside the City Limits. This department assures that all inspections and paperwork is complete before submitting it for approval to the City Clerk. It is important that this department makes sure all business applicants are in compliance with City Ordinances. Work in this department is performed under the supervision of the Deputy Clerk, Pat Watson.

 

Main Street Director:

Candy Franklin was hired in 2010 as Main Street Director, after working with previous Better Home Town Managers in Hampton.

The Main Street Director handles depot rentals, the Hampton Historic Depot Museum, and coordinates volunteers and activities for the city, as well as assisting in securing businesses for downtown, and working closely with the Downtown Development Authority, Hampton Historical Preservation Commission and The Hampton Business & Merchants Association.

 

Code Enforcement/Building Inspections:

JD Matthews has been with the City of Hampton since 2006 and is responsible for Code Enforcement in the City of Hampton. Code Enforcement also includes Building Inspections.

 

Receptionist:

Carla Smith has worked as the Receptionist for the City of Hampton since 2006. Carla also aids the City Clerk, City Manager and Mayor in day to day operations.
