HAMPTON PROJECTS
As of January 29, 2008 
1.75 MGD WASTEWATER TREATMENT PLANT 

Bids for the project were received on December 20, 2007.  Choate Construction Co. submitted the low bid of $9,747,000. The project Bid was within $3,000 of the estimate provided to the City.  Based upon the bid received and the experience of the low bid contractor, we anticipate recommending award of the project during the February City Council Meeting and Construction startup around March 1, 2008.  Letter of recommendation of award is being prepared for the Feb. 5th council meeting.  Electrical plans and contract are being prepared for the installation of new power lines for the WWTP and other facilities at the site.

 

 

 

THOMPSON CREEK OUTFALL, PUMP STATION AND FORCE MAIN 

SPE has submitted a Preconstruction Notification to the United States Army Corps of Engineers to allow the crossings of wetlands by this construction.  The USACOE requested additional information, which was submitted on January 4, 2008.  The USACOE has a self-imposed 45 day limit to review and return the information.

SPE will submit plans to GA EPD for technical and erosion control review within the next 10 week   Easements are prepared and will be delivered to the City during the week of January 14, 2008.  Several permits (GDOT, RR, LDA, & GA PWR) are being prepared for approval. Plans have been submitted to City staff and are presently being reviewed for comments

 

 

 

NORTH 40 AND WWTP WATER MAINS 

The North 40 and WWTP Water Main Connections bid on November 20, 2007.  Davidson Brothers was the low bidder.  Construction has begun on WWTP water main connections.

 

 

 

 

STORMWATER PHASE II 

The annual report is due January 24, 2008.  SPE is preparing the report per EPD requirements and will submit via City staff.  Annual report has been submitted to EPD.  Drainage problems are being addressed as time and funds allow.

 

 

 

WATERSHED PROTECTION PLAN 

The WPP was submitted to EPD in October of 2006.  SPE has received comments from EPD and is in the process of addressing these comments.  We anticipate return to EPD within two to three weeks. 

 

 

WATER MANAGEMENT PLAN 

A Water Management Plan is required by the District and the Water Withdrawal Permit.  It is due in December 15th 2009, SPE expects that this project will be completed in the summer of 2008. 

 

 

OAK STREET SIDEWALK ADDITION 

Both the original project and addition are complete.  We do anticipate additional work being added to install a crosswalk and a short sidewalk for the Elementary school.  We are awaiting a cost proposal from the contractor to perform this work prior to authorization by the City.  The City has received the proposal for the school sidewalk work ($1850 + signs).  We are awaiting the school acceptance of the price for the work on school property ($650).

 

 

EPD AUDIT 

The Post Development Stormwater Ordinance is being revised to meet new EPD requirements.  EPD is comparing the previous audit checklist to their new list for possible items that they need.  The audit has been scheduled for Feb. 6, 2008.  The changes in the Post Development Stormwater Ordinance should be ready for the Feb. 5, 2008 meeting.

 

 

DOWNTOWN T.E. PROJECT 

The project has begun with the installation of new storm drain and removal of the brick wall north of the depot.  As anticipated, a few unknowns concerning water and sewer have been discovered.  The water and sewer crew have been able to correct each problem as it has occurred. 

 

 

WELL DEVELOPMENT 

Pending approval from the EPD and confirmation of the site by the geologist, the City anticipates drilling a test well at the lift station # 3 site. This is the last City owned site selected by the geologist. 

 

 

PHASE III SEWER 

The contractor is approaching the end of the amount of contracted work.  S&P and City staff are investigating if there may or may not be a need for any additional work added to this contract. 

 

 

ELECTRICAL IMPROVEMENTS 

Several Three Phase Gang Operated Switches have been installed in key locations about the system.  These switches will provide better control and options in the event of an outage or damage to the system.  Reconductoring of James Street from 1/0 single phase to 4/0 three phase will begin soon.
